New York City’s poverty rate of 19.1% (1.5 million people, including 185,000 children younger than 5 years old) combined with Long Island, Westchester and Rockland Counties represents over 60% of the State’s poor. In New York City, an additional 19% live between 100-200% of poverty while 248 census tracks have more than 40% of their population living in extreme poverty with incomes less than 50% of the federal poverty level.
